Our Emergency Preparedness Spectrum ranges from basic drill compliance to fully integrated, student-led public safety programs, including first responder coordination, safety audits, training, and development of site-specific annex flip charts. Balanced PH services are scalable by design—offering system-level expertise and tailoring services to improve district capacity while aligning costs to stay proportional with district size and resources.

The Problem: A New Era of School Safety Compliance

In 2025, Washington State enacted new school safety legislation that adds to existing district safety obligations. State law has long required every district to maintain current, building-specific Emergency Operations Plans (EOPs) and to conduct and document required emergency drills. The new legislation increases expectations by requiring districts to coordinate emergency response systems with first responders and report compliance to OSPI. While other practices—such as full-scale emergency drills, building-specific staff and student training, after-action reviews, aligned emergency response annexes, and trauma-informed response planning—are not mandated in statute, they are strongly encouraged by OSPI, safety professionals, and community stakeholders. These best practices are becoming the standard for demonstrating true readiness and maintaining public trust.
